Moeve greenlights Southern Europe’s largest green hydrogen plant

Moeve has approved the final investment decision to begin construction of the Andalusian Green Hydrogen Valley, with works set to start in the coming weeks.

The first phase of the project, known as Onuba, will have a capacity of 300 MW, making it the largest green hydrogen plant in Southern Europe. The project includes the option to add a further 100 MW, subject to additional grid capacity and board approval.

Onuba represents a total investment of more than €1 billion, including associated infrastructure and a dedicated self-consumption photovoltaic plant. Moeve will retain a 51% majority stake, with participation from Masdar and Enalter, majority owned by Enagás Renovable.

The project has been designated a Project of Common European Interest (PCI) by the European Commission and has secured €304 million in funding from the Spanish government under the EU’s NextGenerationEU Recovery Plan through the Hydrogen Valleys scheme.

At full 300 MW capacity, Onuba is expected to produce around 45,000 tonnes of green hydrogen annually and avoid approximately 250,000 tonnes of CO₂ emissions each year. The hydrogen will be used to produce renewable fuels for aviation, road and maritime transport, and to support the decarbonisation of the chemical and fertiliser industries.

Chief Executive Maarten Wetselaar said the decision marks a key step in Moeve’s Positive Motion strategy to build a large-scale green molecules hub in Spain and strengthen Europe’s energy and industrial resilience.

Masdar and Enagás Renovable executives said the partnership reflects growing demand for commercially viable green hydrogen projects and highlights the role of collaboration in advancing decarbonisation and energy independence.
