Singapore and Rwanda have launched a call for applications for carbon credit projects under their Implementation Agreement on carbon credits cooperation, marking the latest step in their bilateral climate partnership.
The call represents Singapore’s fourth application round for authorised carbon credit projects, following earlier calls issued under similar agreements with Ghana, Peru and Bhutan. Successful projects are expected to unlock new carbon mitigation activities in Rwanda while supporting both countries’ climate objectives through targeted financing.
According to the governments, authorised projects will contribute to sustainable development outcomes in Rwanda, including job creation, improved access to clean water, enhanced energy security and reduced environmental pollution, alongside emissions reductions.
Projects approved under the agreement will be eligible to generate carbon credits aligned with Article 6 of the Paris Agreement. Under Singapore’s International Carbon Credit framework, these credits can be used by Singapore-based companies subject to the carbon tax to offset up to 5% of their taxable emissions.
Project developers are invited to submit applications for carbon credit projects in Rwanda for authorisation. Submissions will be jointly reviewed by the governments of Singapore and Rwanda.
The application and authorisation process comprises three stages, reflecting different phases of project development. The first two stages require applicants to provide details on project design and implementation plans ahead of authorisation. The final stage covers the application of corresponding adjustments to credits generated by authorised projects, in line with Article 6.2 of the Paris Agreement.
Both governments will assess applications in accordance with their respective requirements. For Singapore, projects must meet the eligibility criteria under its International Carbon Credit framework, including compliance with approved carbon crediting programmes and methodologies set out under the Singapore–Rwanda Implementation Agreement.
