The Singapore Economic Development Board and World Wide Fund for Nature Singapore have announced the launch of the Blue Carbon Support Programme (BCSP), an initiative aimed at strengthening the development of high-quality blue carbon projects across Asia through science-based and technology-enabled solutions.
The announcement was made at the “Carbon x Tech: The Next Wave of Climate Innovation” event in Singapore. The programme builds on Blue Catalyst, an open innovation challenge jointly organised by WWF-Singapore and Hatch Blue to identify technologies that can help scale blue carbon ecosystems in the region.
Alongside the BCSP launch, Singapore’s national space office under the EDB, the Office for Space Technology & Industry, announced a new biomass digital measurement, reporting and verification (dMRV) grant call. The grant will support upstream research and methodology development using satellite, geospatial and digital technologies to improve how biomass and carbon stocks are measured and verified across forest and coastal ecosystems.
Under the BCSP, WWF-Singapore will work with selected technology start-ups, research organisations, solution providers and carbon project developers to address key monitoring, reporting and verification and implementation challenges that limit the credibility and scalability of blue carbon credits in Asia. Collaboration with Singapore-based technology providers will be supported through the EDB’s Partnerships for Capability Transformation scheme.
The programme will provide training and technical support to project developers, and support the co-development, piloting and deployment of solutions in areas such as geospatial analysis, carbon and biodiversity monitoring, and community engagement. Technologies identified through the Blue Catalyst challenge will also be piloted as part of the programme.
The initiatives reflect Singapore’s broader push to build capabilities across the carbon services value chain, from research and innovation through to on-the-ground deployment. Officials said the programmes are intended to support regional decarbonisation efforts while strengthening Singapore’s role as a hub for carbon services and high-integrity nature-based climate solutions.
