China’s new guidelines to accelerate digital and green growth

China’s Office of the Central Cyberspace Affairs Commission, along with nine other central departments, has released new guidelines to steer the coordinated shift toward digital development and green growth.

Announced on Saturday, the guidelines emphasise two key areas: fostering green, low-carbon development within digital industries and speeding up the green transformation across various sectors through the use of digital technology.

The goal is to advance the integration of emerging technologies with green, low-carbon industries and to enhance traditional industries using both digital and green technologies. The guidelines outline fundamental principles and assign specific roles to authorities, industry associations, universities, research institutes, and businesses in driving this transition.

The guidelines present a three-part framework that includes basic capacity, technological systems, and industrial systems for integrating digital and green initiatives. Regions are encouraged to prioritise high-quality development, cultivate new productive forces, leverage local resources, and develop specialized industries and functional advantages to accelerate the coordinated progress of digital and green development.
