New York announces $21 million in funding for zero-emission mobility projects

The State of New York has made over $21 million available to support zero-emission transportation solutions through the Clean Mobility Program, targeting community-led demonstration projects across the state. The initiative, administered by the New York State Energy Research and Development Authority (NYSERDA), aims to expand access to low-emission transport in both urban and underserved communities.

The programme is intended to fund scalable projects that improve mobility through micromobility options (such as e-bikes and e-scooters), electric ride-sharing services, and small-scale, on-demand public transport. Proposals must demonstrate community engagement, site selection, technical and policy feasibility, and include a 20% cost share from non-state funding sources.

In the first half of 2025, $21.6 million will be available, with individual projects eligible for up to $3 million in funding. Priority will be given to disadvantaged areas, as identified by the Climate Justice Working Group. A separate allocation of up to $8 million is designated for projects located in specific utility regions, including Central Hudson, National Grid, New York State Electric & Gas, and Rochester Gas & Electric, with an additional $3 million reserved for initiatives in the Bronx.

Governor Kathy Hochul stated that the programme supports access to cleaner and more flexible transportation, particularly in communities that have historically lacked affordable options. State officials highlighted the initiative’s potential to reduce emissions, improve public health outcomes, and address transportation inequality.

Projects funded through the programme are expected to comply with safety and technical standards, with eligible equipment such as e-bikes and e-scooters required to be UL-certified. Public and private sector stakeholders—including local governments, transit agencies, community organisations, and large employers—are encouraged to apply.

The Clean Mobility Program is part of New York’s broader strategy to transition to zero-emission transportation systems, improve air quality, and increase access to affordable, sustainable mobility.
