Singapore and South Korea have signed a Memorandum of Understanding (MoU) to create the Singapore–ROK Green and Digital Shipping Corridor (GDSC), a strategic initiative aimed at accelerating the decarbonisation and digital transformation of global maritime trade.
The agreement was signed by Singapore’s Acting Minister for Transport Jeffrey Siow and South Korea’s Minister of Oceans and Fisheries Chun Jae Soo, and formally exchanged by Senior Minister of State for Transport Murali Pillai and Minister Chun. The signing took place on 2 November 2025, witnessed by Singapore Prime Minister Lawrence Wong and South Korean President Lee Jae Myung.
Under the MoU, the Maritime and Port Authority of Singapore (MPA) and the Ministry of Oceans and Fisheries (MOF) will collaborate on initiatives to advance the maritime sector’s shift towards zero or near-zero greenhouse gas emission fuels. The partnership will focus on developing green bunkering infrastructure, harmonising technical standards, conducting fuel and technology trials, sharing technical expertise, and training maritime professionals. It will also drive digitalisation efforts to improve operational efficiency and information exchange across the shipping ecosystem.

Minister Chun Jae Soo emphasised the regional and global significance of the collaboration: “The Republic of Korea and Singapore are key maritime partners in Asia, and together we will lead efforts to achieve international shipping decarbonisation. Through this cooperation, both countries will promote the adoption of green fuels and digital solutions, contributing to the sustainable growth of the global maritime sector.”
