The Government of the Hong Kong Special Administrative Region (HKSAR) has priced its fourth digital green bond offering, raising approximately HK$20 billion US$ 2.55 billion) equivalent across four major currencies.
The transaction stands as the world’s largest digital bond issuance to date, surpassing the government’s previous issuance size twofold and reinforcing Hong Kong’s position as an international hub for digital asset innovation.
The multi-currency offering comprised Hong Kong dollar, Renminbi, US dollar, and Euro tranches. The issuance attracted strong institutional demand, achieving oversubscription ratios ranging between 1.3 and 11.3 times across the respective currency tranches.
Building upon annual digital bond issuances completed between 2023 and 2025, the fourth tranche introduced structural and technological market developments:
- Tokenised deposit settlement: Integrated tokenised Hong Kong dollar deposits directly into the primary settlement process for the first time globally.
- Standardised data architecture: Adopted the International Capital Market Association’s (ICMA) Bond Data Taxonomy Version 2.0 to enhance lifecycle automation and reporting consistency.
- Capital allocation: Proceeds will fund environmental and sustainable infrastructure projects under the HKSAR Government Green Bond Framework.
Crédit Agricole CIB acted as Joint Global Coordinator, Joint Bookrunner, Joint Lead Manager, and Joint Green and Sustainable Bond Structuring Bank.
Edouard O’Neill, Chief Executive Officer of Crédit Agricole CIB Hong Kong Branch, stated that the transaction demonstrates secondary market readiness for tokenised debt structures while advancing local financial technology infrastructure.
Alan Roch, Head of Credit and Debt Capital Markets, Asia Pacific at Crédit Agricole CIB, added that the multi-currency issuance deepens institutional liquidity and establishes a benchmark for sovereign digital bond execution globally.
