Verra updates carbon standard methodology to accelerate clean energy transition

Verra has announced the publication of a major revision to its renewable energy methodology within the Verified Carbon Standard (VCS) Program. The new methodology, VMR0017, represents a significant update to the existing Clean Development Mechanism (CDM) framework for grid-connected electricity generation.

The update is designed to broaden the geographical reach of carbon finance, specifically targeting low- and middle-income economies. By promoting renewable technologies in these regions, Verra aims to bridge the viability gap and stimulate greater market penetration for wind, geothermal, and terrestrial solar power.

The revised methodology introduces several stringent requirements to ensure high-integrity carbon credits:

  • Embodied emissions: New provisions now account for leakage due to emissions from the construction, operation, and decommissioning of power plants.
  • Storage safety: Projects utilising Battery Energy Storage Systems (BESS) must now account for project emissions resulting from high Global Warming Potential (GWP) agents in fire suppression systems.
  • Methodology alignment: Verra has replaced several CDM tools with corresponding VCS-specific tools for additionality assessment and emission factor calculations.
  • Scientific precision: Data sources for reservoir emission factors have been updated to align with the latest climate science.

The transition to VMR0017 includes strict deadlines for project developers. Projects requesting registration on the Verra Registry on or after 1 January 2027 must apply the new methodology in full. Furthermore, the standalone CDM methodologies ACM0002 and AMS-I.D. will be inactivated within the VCS Program on the same date.

Registered projects may continue using older versions until the end of their current crediting period but must transition to VMR0017 at their next renewal. Verra has also provided pathways for projects to adopt the new standards early through project description deviations or requantification procedures. The revision underscores Verra’s commitment to evolving its standards to reflect the latest technological advancements and the urgent need for a transparent, global clean energy transition.
