Verra has announced that its methodology for the accelerated retirement of coal-fired power plants has become the first energy transition methodology to be approved by the Integrity Council for the Voluntary Carbon Market (ICVCM) as compliant with the Core Carbon Principles (CCPs).
Under the approval, transition credits issued under the Verified Carbon Standard (VCS) Program methodology VM0052 Accelerated Retirement of Coal-fired Power Plants Using a Just Transition, v1.1 are now eligible to carry the CCP quality label.
Verra developed VM0052 to address structural challenges in retiring young coal infrastructure within developing and emerging economies, where local energy security, municipal tax revenues, and employment remain heavily dependent on coal generation. The methodology enables project developers to issue transition credits based on emissions avoided by retiring coal facilities ahead of schedule and replacing them with zero-emission renewable energy infrastructure.
Key structural, operational, and regulatory features of the methodology include:
- Dual modular integration: Operates under Verra’s VCS Program alongside module VMD0060, which establishes criteria for baseline retirement dates and additionality assessments, and module VMD0061, which mandates enforceable just transition plans.
- Worker and community protections: Requires every registered project to design and implement a just transition framework to mitigate economic disruptions, lost livelihoods, and community impacts resulting from early plant closures.
- Emerging market focus: Designed to mobilize private capital for coal facilities in emerging economies, where assets are frequently under 15 years old with several decades of remaining operational life.
- Capital mobilisation: Provides a standardized asset class to fund replacement clean power generation, compensate asset owners for lost operational revenues, and finance local community economic transition programs.
Mandy Rambharos, Chief Executive Officer of Verra, stated that while coal generation remains the primary driver of global energy emissions, early retirement in developing economies requires financial mechanisms that can offset lost revenue, construct replacement clean capacity, and support affected workforces.
Rambharos added that the ICVCM approval provides project developers and institutional buyers with a CCP-labeled transition credit asset that meets the highest integrity benchmarks across global carbon markets.
