GHG Protocol and ISO to merge corporate carbon accounting standards into single global framework

The Greenhouse Gas Protocol has announced a major strategic update to its standards development process, revealing plans to merge its corporate carbon accounting framework with that of the International Organization for Standardization into a single, harmonised global standard.

The joint initiative aims to significantly reduce fragmentation within the climate reporting landscape, providing businesses, investors, and policymakers with a unified foundation for measuring and managing greenhouse gas emissions. The new consolidated framework will integrate the GHG Protocol’s existing Corporate Standard, Scope 2 Guidance, Scope 3 Standard, and Actions and Market Instruments workstream alongside the ISO 14064-1 standard.

To accommodate the partnership and align governance structures, the organisations have updated the standard development roadmap. A comprehensive public consultation on the consolidated draft is scheduled for the second quarter of 2027, with final publication of the joint corporate standard anticipated in the fourth quarter of 2028. Alongside the merger, the GHG Protocol released findings from its public consultation on Scope 2 guidance and shared preliminary feedback regarding market-based instruments. The combined updates reflect an ongoing effort to strengthen institutional capacity and meet expanding international demand for transparent, interoperable climate disclosures.
