The Thailand Securities and Exchange Commission (SEC) has introduced new regulatory frameworks requiring listed companies to enhance their sustainability and climate-related disclosures in strict alignment with International Sustainability Standards Board (ISSB) standards. The regulations, which comprise nine related notifications, officially came into effect on 26 October 2026.
The regulatory rollout will follow a phased-in approach to ensure market readiness and structural compliance. Mandatory reporting under the revised IFRS S1 and IFRS S2 standards will commence for the 2027 financial year, applying initially to companies classified as constituents of the SET50 Index during the December 2026 index review period. The mandate will subsequently expand to SET100 companies for the 2028 reporting year. The SEC confirmed that the requirements will eventually encompass all companies listed on the Stock Exchange of Thailand and the Market for Alternative Investment, alongside Real Estate Investment Trusts, Infrastructure Funds, Infrastructure Trusts, and Property Funds.
To assist the corporate sector in adapting its data infrastructure, the SEC has instituted five transitional relief measures. These provisions include exemptions from providing comparative information during the inaugural reporting year, flexibility regarding reporting timeframes, and the permitted use of equivalent standards for calculating greenhouse gas emissions. Furthermore, companies are temporarily exempt from disclosing Scope 3 emissions during the initial implementation phase. However, to promote transparency and reliability for global investors, the SEC now requires that all disclosed greenhouse gas emissions data be independently verified by assurance providers in accordance with internationally accepted assurance standards.
To facilitate the regulatory transition, the commission has updated its annual registration statement and reporting frameworks, introducing the new Form 56-1 One Report-S. The SEC has additionally published comprehensive disclosure manuals on its official website. The regulator noted that it will continue running capacity-building training programmes in collaboration with strategic domestic and international partners, an initiative it has been cultivating since 2024 to ensure a smooth transition for the Thai capital market.
