The governments of Germany, Austria, and Luxembourg have announced a joint €2.1 billion funding initiative to accelerate the production and commercial adoption of electricity-based Sustainable Aviation Fuel (eSAF) across Europe.
The tri-nation framework utilizes a double-sided auction mechanism designed to bridge the price gap between producers and off-takers. Under the scheme, an intermediary will match competitive supply bids from eSAF developers with buyer demand, utilizing public subsidies to absorb the cost differential.
Germany will provide €2 billion to the mechanism, with Austria and Luxembourg each contributing €60 million.
The intervention addresses structural market barriers where fuel producers require long-term off-take commitments to secure project financing, whereas aviation buyers typically operate on short-term fuel supply contracts.
Steffen Bilger, Federal Minister of Transport in Germany, stated that the joint funding initiative aims to establish favourable conditions for industrial-scale investment, enhance European energy independence, and build regional supply chain capabilities.
Peter Hanke, Minister for Mobility in Austria, noted that the competitive auction structure will establish transparent price signals and assist regional carriers in meeting European Union decarbonization mandates. Yuriko Backes, Minister for Mobility and Public Works in Luxembourg, added that participating in the coalition supports domestic fuel allocation while reducing reliance on fossil imports.
The three nations are founding members of the eSAF Early Movers’ Coalition, established in December 2025 to accelerate renewable aviation fuel deployment. Implementation of the joint funding program remains subject to state aid approval from the European Commission.
