The Greenhouse Gas Protocol (GHG Protocol), the world’s most widely used framework for emissions reporting, has appointed Tim Mohin as its first-ever Chief Executive Officer. The appointment marks a major institutional shift as the organisation prepares to lead a COP30-mandated effort to harmonise global carbon accounting standards through to 2028.
Mohin, who joins the Protocol by 1 June, brings a distinguished background in sustainability leadership, having previously served as CEO of the Global Reporting Initiative (GRI). He has also held senior environmental roles at Apple, Intel, and AMD, and worked within the U.S. Environmental Protection Agency and the U.S. Senate.
“The Greenhouse Gas Protocol underpins corporate climate commitments, regulatory disclosure frameworks, net-zero targets and carbon markets worldwide,” said Mohin. “This is the most important climate infrastructure job in the world, and this is the moment it matters most.”
The creation of the CEO role comes as the GHG Protocol—in collaboration with the International Organization for Standardization (ISO)—takes a central seat in the COP Action Agenda. The organisation has been tasked with leading the global harmonisation of emissions accounting for the 2028 Global Stocktake, positioning it at the heart of international climate policy.
“This is a once-in-a-generation restructuring of how the world accounts for carbon,” Mohin added. “As the role of emissions data continues to expand, the organisation is entering a new phase of maturity.”
The GHG Protocol has spent the last two years strengthening its governance, including the establishment of an Independent Standards Board in 2024 and formalising partnerships with the International Sustainability Standards Board (ISSB).
For over 25 years, the Protocol has been managed by the World Resources Institute (WRI) and the World Business Council for Sustainable Development (WBCSD). Its standards are now utilised by 97% of S&P 500 companies that disclose their greenhouse gas inventories.
“The scale of our work and the pace of change across the reporting landscape bring with them a growing need for a dedicated CEO role,” said Geraldine Matchett, Chair of the GHG Protocol Steering Committee. “Tim fits the bill perfectly and is the right leader for this moment.”
Pankaj Bhatia, who has led the GHG Protocol for over 20 years, will transition from his role as the organisation enters this new phase of growth. “I do so with great confidence in the future of the Protocol, with Tim and the team driving this next phase,” Bhatia said.
As CEO, Mohin’s mandate will be to scale the organisation’s impact, meet ambitious standards publication timelines, and ensure carbon data remains credible and comparable across global markets.
