TÜV SÜD launches $24m Global Decarbonisation Centre of Excellence

Testing, inspection, and certification (TIC) provider TÜV SÜD has launched its new Global Decarbonisation Centre of Excellence (CoE) in Singapore, backed by a $24 million investment supported by the Singapore Economic Development Board (EDB).

The Centre aims to strengthen digital carbon verification frameworks and support the operationalisation of international carbon trading under Article 6 of the Paris Agreement. The launch follows TÜV SÜD’s acquisition of Luxembourg-based SustainCERT, expanding the firm’s digital Measurement, Reporting, and Verification (dMRV) capabilities and independent climate assurance services.

The CoE will focus on five strategic operational pillars:

  • Article 6 & Market Readiness: Supporting compliance and regulatory alignment for international carbon trading.
  • Climate Assurance & dMRV: Deploying digital verification services to improve accuracy, transparency, and processing speeds for carbon credits.
  • Energy Transition & Fuels: Assuring alternative fuel pathways, renewable energy integration, and energy security protocols.
  • Supply Chain Decarbonisation: Verifying emissions reductions across industrial supply chains and manufacturing.
  • Ecosystem Development: Providing capacity building for governments, registries, and enterprise clients across Southeast Asia.

The facility will serve Singapore’s ecosystem of roughly 160 carbon services and trading firms, while developing new verification methodologies for nature-based solutions and blue economy projects across the ASEAN region. By 2030, the CoE plans to launch a unified digital platform connecting project developers, dMRV providers, registries, and verification bodies.

Patrick Vollmer, Chief Executive Officer and Chairman of the Board of TÜV SÜD AG, stated: “Climate action is at a critical juncture, with the need to translate carbon data into carbon confidence becoming increasingly business relevant. Progress depends on trust that can be verified; a commitment TÜV SÜD has delivered on for more than 160 years. As governments, businesses and investors seek confidence that emissions reductions are credible, transparent and independently assured, we are building on our strengths to accelerate decarbonisation and advance trusted climate solutions from Singapore for Asia and the world.”

Png Cheong Boon, Chairman of the Singapore EDB, added: “The launch of TÜV SÜD’s first Global Decarbonisation CoE is a strong vote of confidence in Singapore as a stable and trusted base for companies looking to grow and serve the region. Singapore is committed to being a trusted carbon services and trading hub, where the integrity of carbon credits is underpinned by rigorous standards, transparent data and world-class verification services.”

Dr Céline Bilolo, Chief Sustainability Officer at TÜV SÜD AG, noted: “Through this new Centre, TÜV SÜD is building on that shared ethos of partnership, bringing together carbon market expertise, digital innovation and independent assurance to help accelerate credible decarbonisation for companies, communities and countries globally.”
