Ukraine approves 2026–2028 ESG roadmap to align sustainable finance with EU standards

The Cabinet of Ministers of Ukraine has approved the Roadmap for Implementing Environmental, Social and Governance (ESG) Approaches and Sustainable Finance Instruments, marking a key step in integrating European regulatory standards into the national economy.

Approved on 30 September, the document establishes a strategic framework for the 2026–2028 period designed to update regulatory systems, enhance investor confidence, and mobilize sustainable capital for economic recovery and infrastructure reconstruction.

The roadmap sets out several structural reforms aligned with European Union accession requirements:

  • National sustainable finance system: Establishing legal frameworks to implement a national taxonomy for sustainable economic activities.
  • Corporate due diligence: Introducing corporate sustainability due diligence standards across business operations.
  • Public investment integration: Embedding ESG criteria into public investment management systems and establishing monitoring mechanisms for sustainable capital flows.
  • Market expansion: Developing green and sustainable financial instruments to improve access to international capital markets.

Oleksandr Krasnolutskyi, Deputy Minister of Economy and Environment of Ukraine, stated that the roadmap provides structured rules for government institutions, commercial enterprises, and international investors while embedding modern sustainable finance principles into Ukraine’s long-term economic development.

Government officials noted that aligning domestic financial regulation with EU ESG frameworks is essential to support transparent, resilient economic recovery and streamline Ukraine’s European integration process.
